Shops, pubs and small retail units often sit in excellent locations with good transport links and established services. As demand for traditional retail falls, many owners are looking at conversion to homes, either entirely or above an active ground floor.

This guide covers the main planning considerations, design challenges and construction issues.

Mixed-use building with retained commercial frontage

Check the planning position first

The correct route depends on the building’s lawful use, location and history. Some commercial premises can be converted to homes through prior approval, but pubs and certain community facilities are treated differently and may benefit from additional protection. Registration as an Asset of Community Value or local policy protecting pubs can complicate a purchase.

Always take planning advice before exchanging contracts and consider making the purchase conditional on the right consent.

Design challenges unique to retail buildings

  • Deep, narrow plans with limited daylight at the rear

  • Large shopfront openings that must be replaced with appropriate windows and wall construction

  • Privacy and security at ground level on busy streets

  • Separate, safe access to upper floors

  • Noise from neighbouring commercial units

Building work to expect

Typical works include strip-out, damp treatment, new floors and partitions, structural alterations, fire separation, new heating and electrics, and upgraded insulation. Shopfronts often hide structural lintels and cellars, so surveys are important. Pubs bring extra items, such as cellars, kitchens and extensive services that need removing or reusing.

Many such schemes are mixed-use, with commercial space at ground level and homes above. Our guide to mixed-use developments explains how fire and acoustic separation is dealt with.

Costs and programme

Budgets depend on condition, size and specification. The biggest swings come from structural surprises and services, so allow a sensible contingency and obtain surveys before you commit. A main contractor can help you understand likely costs at appraisal stage. For more on protecting your margin, read how to de-risk a development scheme.

Frequently asked questions

Can any shop be converted to homes?

Not automatically. The route depends on use class, location and local policy, so check the planning position before buying.

Are pubs harder to convert?

Often, yes. Pubs may have additional protections, and local policy or community listing can affect applications.

Can I keep the shop and add flats above?

Frequently yes, subject to planning and Building Regulations. Fire, acoustic and access arrangements are key.

Do you manage change of use conversions?

Yes. We deliver conversions from strip-out through to handover as a single-point main contractor.
